Es evidente que frente a la gigantesca tragedia de Haití, que puede considerarse sin precedentes en sus proporciones, ha habido una movilización solidaria del mundo para hacer llegar a ese atormentado país la ayuda a través de múltiples recursos. Sin embargo, no se ha logrado todo lo deseable porque las proporciones del desastre no permiten soluciones rápidas.
Desde luego, hay deficiencias que se advierten ahora, día a día, en lo relativo a llevar la ayuda a cada persona, a cada familia, a cada barrio. Y es preciso tener en cuenta que no hay gobierno preparado, por falta absoluta de experiencia para hacerle frente a esto, especialmente si se trata de un país con las características políticas y sociales de Haití. A esto hay que agregar que el desastre incluye el derrumbe de todos los edificios donde había oficinas públicas y el personal de esas oficinas está desbandado, incluyendo muertos. Es, pues, necesario tomar en consideración esa terrible realidad, cual es la falta de experiencia y de estructuras vigentes para hacerle frente a esta trágica situación.
Las últimas noticias incluyen hechos sumamente lamentables y condenables cuales son los relativos al saqueo a mano armada de los cuales hay constancia gráfica que confirma el agravante que corresponde a los efectos del terrible terremoto. En todo caso, debe tenerse presente que lo ocurrido incluye territorialmente una vasta extensión y sus consecuencias son funestas porque edificios de primera importancia, como el Palacio de Gobierno o Presidencial están en escombros, lo mismo que iglesias de importancia para un pueblo que básicamente tiene fe religiosa. La falta de experiencia de las autoridades locales, inclusive de las extranjeras que llevan generosamente ayuda, agrava el problema. Todo esto reclama, por supuesto, comprensión y tolerancia humanas frente a esa tragedia prácticamente indescriptible si se quiere que haya una descripción razonable.
